Hold "Windows Key" and press the "R" Key.
Type:
cmd

Press Enter
Right Click the black and Paste this line into that box:
"c:\program files\ncsoft\aion\bin32\aion.bin" -ip:206.127.153.247 -port:2106 -cc:1 -noauthgg -lang:enu -noweb­

Then press Enter, Aion should start.

You might be able to run it out of command line but when I ran it from the run dialog wasn't working. you might have to change the path to where ever aion is installed.

How to make a shortcut to run aion, on desktop or other places in windows.

Right click desktop and goto New and Click Shortcut

Copy and Paste this line into that box:
cmd /C "c:\program files\ncsoft\aion\bin32\aion.bin" -ip:206.127.153.247 -port:2106 -cc:1 -noauthgg -lang:enu -noweb­

Click Next.
type in the Name of the Shortcut you want. like Aion without launcher.

Click Finish.

you can do this in other places where the New menu is. like folders and such.

Recommended to run from launcher when you can. But, if you having issues this will force the game to start.

Sometimes you might get an error. Something like "Game is not available in this country". Don't worry about it just close that box and run it again.
